At the beginning of the game, an impassable forest, a river, and around the mountain appear before the player. In the middle of the forest, a group of people settled in the meadow; they were expelled from their settlement. Now they have only one hut at their disposal, they have nothing to eat, winter will come soon, and they do not have warm clothes and supplies. The player’s task is to take the leadership of these people into their own hands and turn their settlement into a prosperous city.

Banished focuses on the careful management of resources and the survival of an isolated and growing society. Gameplay revolves around a player guiding the citizens of a remote rogue community to grow and maintain a settlement through a team economy. The game focuses on the player’s city as a whole, and the city’s residents act as a resource that needs to be managed. The player must appoint citizens to various tasks, such as construction or fishing.

Citizens have needs that must be met in order to be happy and healthy, such as providing enough food or having a home. Additional citizens come from two sources: the birth of children and the arrival of nomads, wandering groups who want to join the player's city. The player’s citizens will age and eventually die.

The player must build various structures in order to support citizens, such as houses, blacksmith shops, hospitals, farms and schools, while providing sufficient resources to store them in the warehouse.
