There are 15 bosses to choose from. Each of them has a unique appearance, combat skills and characteristics that affect the entire empire. They also have their own background and origin, which affects the attitude of other characters towards him, and the issued chain of special quests.
Much emphasis is placed on interacting with other characters. These can be both the leaders of other groups and ordinary bandits. Of the latter, you will have to put together your own gang. It is important to take into account the relationship between them. Everyone has friends, family, enemies, and romantic relationships. If the player's actions pose a threat to someone else's comrade, then this will bring consequences.
Chicago in Empire of Sin is divided into districts, each with several different types of buildings: brothels, breweries, underground bars, casinos and hotels. In addition to them, there are purchased real estate, abandoned buildings occupied by petty criminals and bosses' hideouts.
As befits an economic strategy, the players will have to organize the production and sale of products, while protecting themselves from competitors. Sooner or later, the moment will come to resolve issues by force. The main product, of course, is alcohol. Selling it is not easy. Each quarter prefers certain types of booze, which has to be considered.
Battles take place in turn-based mode on generated locations. There is nothing new in the system. Familiar two-phase moves, with a percentage chance of hitting, will not raise questions from players familiar with Xcom.
